Commercial Truck Registration, IRP is a registration process that takes time, money, and effort. It is significantly more complicated than registering your car because you are actually paying registration fees in every state your truck(s) travel through. Understanding the ins and outs of IRP (International Registration Plan) Registration and how to register your vehicles in the most cost-effective way can be difficult. What Is the IRP?

The IRP (International Registration Plan) is an agreement among the US and some provinces in Canada that balances license fees based on the percentage of your operation. Think of the IRP this way: your trucking company pays a fee for every state you’re planning on travelling through.

Who Needs to Register Under the IRP?

Not every trucking company needs to register for the IRP, but many do. You may be required to register under the IRP if you:

  • Plan on working for-hire or private (not for hire)
  • Are operating interstate (through two or more states that are part of the IRP) AND
  • Are transporting goods or people in a vehicle that meets one of these criteria:
    • Has two axles and a Gross Vehicle Weight (GVW) over 26,000 pounds
    • Has two axles and a registered weight that exceeds 26,000 pounds
    • Has three or more axles regardless of weight
    • Is used in combination with a weight that exceeds 26,000 pounds

How Much Does Registration Cost?

The cost of the IRP fee varies between each carrier and the fees in each jurisdiction often changes, too. Rather than trying to calculate the exact distance and exact cost for each state, the IRP bases the fee on the percentage of distance travelled in each state, how many trucks are in your fleet, and which states your company travels through. Because each company travels a different distance through any number of jurisdictions, each company pays a different amount for the IRP.

How Do I Register Under the IRP?

In order to register under the IRP, you have to register under your base jurisdiction (the state or province your company is based in). So, if you’re planning on basing your company in Utah, you will be registering under the IRP in Utah. You’ll have to fill out the appropriate paperwork and get a rough idea of the distance your fleet will be travelling in each state that’s under the IRP.

Is the IRP Different From the IFTA?

Yes. The IRP and the International Fuel Tax Agreement (IFTA) both take into account fees and taxes of travelling through multiple states, but they are two different things. The IRP is calculated by the percentage of operation in each state, while the IFTA focuses on where you buy your fuel and taxes that fuel accordingly.
